1. Introduction
This manual is prepared for Allpimatt Business Planning & Solutions (Pty) Ltd (“Allpimatt”) in terms of the Promotion of Access to Information Act 2 of 2000, as amended (“PAIA”), and should be read together with the Protection of Personal Information Act 4 of 2013 (“POPIA”). It describes how a requester may seek access to records held by Allpimatt where PAIA applies.

3. Information Regulator guide
The Information Regulator publishes a PAIA Guide explaining how to exercise rights under PAIA. Requesters may obtain the current guide and prescribed forms from the Information Regulator’s official website or contact channels.
4. Records that may be automatically available
Allpimatt may make certain information publicly available without a formal PAIA request, including website service information, published policies and other information intentionally released to the public. Confidential client information, tax information, employee records, internal financial information and protected business records are not automatically available.
5. Records held by Allpimatt
Subject to Allpimatt’s actual records and applicable legal retention requirements, categories may include:
- Company incorporation and corporate administration records.
- Financial, accounting and banking records.
- Tax and statutory compliance records.
- Client engagement, service and correspondence records.
- Employee, payroll and labour-related records.
- Supplier and contractor records.
- Policies, procedures, insurance and risk-related records.
- Information technology, security and website records.
- Records required under legislation applicable to the business.
6. Applicable legislation
The business may hold records under legislation applicable to its activities. The final formal manual should be checked against the laws that actually apply to Allpimatt at launch and during operation. Examples may include company, tax, accounting, employment, information-protection and electronic-communications legislation.
7. How to request access
A requester seeking access to a record under PAIA should complete the prescribed request form for a private body and submit it to the Information Officer. The request must contain sufficient particulars to enable Allpimatt to identify the requester and the record, understand the right the requester seeks to exercise or protect, and determine the preferred form of access.
8. Grounds for refusal
Access to a record may be refused where PAIA permits or requires refusal, including where disclosure would unjustifiably disclose personal information of another person, reveal confidential commercial information, breach duties of confidence, prejudice safety or security, or affect privileged or protected information. Each request should be considered on its facts and the applicable law.
9. Fees
Prescribed fees may apply to certain requests, searches, preparation, reproduction or access. Where a fee is lawfully payable, the requester will be advised of the amount and payment process.
10. POPIA-related processing
Allpimatt processes personal information in connection with enquiries, client services, accounting and tax work, payroll, compliance, business administration, statutory obligations and business operations. More detail is available in the website Privacy Policy and POPIA & PAIA Information.
11. Availability and updates
This manual should be reviewed periodically and updated where company details, Information Officer details, categories of records, legislation, processing activities or access procedures change.
